Zoox Seeks Federal Exemption to Launch Commercial Robotaxi Service

Zoox, the Amazon-owned autonomous vehicle startup, has formally requested federal approval to commercially deploy its custom-built robotaxis — vehicles designed without traditional controls such as a steering wheel or pedals.

The company confirmed it has filed a petition for what’s known as a “555 exemption” with the National Highway Traffic Safety Administration (NHTSA). This process allows automakers to seek temporary relief from certain federal vehicle safety standards if they can demonstrate an equivalent level of safety.

According to NHTSA, Zoox is seeking exemptions from eight specific Federal Motor Vehicle Safety Standards that apply to passenger cars equipped with automated driving systems. The agency is currently reviewing the application and, after its initial assessment, will publish a notice for public comment.

This moves builds on a series of milestones that have brought Zoox closer to commercial deployment. In August, NHTSA granted Zoox a limited exemption to test its custom robotaxis on public roads, resolving questions about compliance with existing safety regulations. Earlier this month, Zoox also launched a free robotaxi service in Las Vegas, marking its first public-facing operation.

While the August exemption covered only demonstrations and research, this new petition goes further. If approved, it would allow Zoox to move beyond testing and begin offering a paid, fully commercial robotaxi service — a critical step toward realizing its vision of autonomous urban mobility.

Zoox’s request comes under the NHTSA’s expanded Automated Vehicle Exemption Program, which is designed to give companies a regulatory pathway to deploy vehicles built from the ground up for autonomy.
